The PrinParade software is exactly what you need for your purpose. I have checked the official website and there are guides for the CD-InLay templates. I recommend that you check the official website to find more information about the software and the CD-InLay.
Although text shows desired layout, result when printed is different (i.e. the two columns are muddled together). Changing alignment doesn't help. Font used is very small. How to ensure columns when printed are laid out as shown?

This behavior might be encountered because you didn't properly selected paper to be used. If you didn't properly select the paper, while printing the two columns, these might get deformed. Also, I suggest that you create the columns in two separate text wrappers. By doing this, you can make sure that you properly set the border between them to a minimum of 5 mm. This should be enough to make a visible difference. To set the space from border, double click on the text wrapper, and choose proper values for right and left spaces under Borders zone.
Try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
After that, try running AdwCleaner to make sure that there are no leftover rogue registry keys or toolbars in your system.
